Model Designing of Sports Infrastructure Development Financing in Iran under Sanctions: The Blue Ocean Four-Steps Approach

Abstract

This study aimed to design a financing model for developing sports infrastructure in Iran under international sanctions. The research employed a qualitative approach with an applied purpose. Data were collected through semi-structured interviews with sports club managers, sports federation heads, and faculty members in sports management and economics. The interviews continued until theoretical saturation was reached, and eventually, data from 16 interviews were analyzed. MAXQDA software was used for data coding.

The findings revealed that by adopting the four actions framework of Blue Ocean Strategy, 33 initial codes with a frequency of 293 were identified in four main categories: elimination (8 codes), reduction (5 codes), increase (16 codes), and creation (4 codes). Among these codes, the code related to "new strategies for generating real resources," which falls under the creation category, had the highest frequency and was of particular significance.

Given the extensive international sanctions, it can be concluded that the four actions framework of Blue Ocean Strategy has the potential to create new markets and more favorable economic conditions for financing sports infrastructure in Iran.
