Validation of the Human Resources Performance Evaluation Model of the Ministry of Sports and Youth

Abstract

The purpose of this research was to validate the human resources performance evaluation model of the Ministry of Sports and Youth. The method of this research was hybrid and its design was of harmonization type. In the qualitative part, the grounded theory method was used and in the quantitative part, the descriptive-survey method was used. The participants of this research were in the qualitative part of the experts of sports organizations and university professors and in the quantitative part of the staff of the Ministry of Sports and Youth. In the qualitative part, the sampling method was purposeful and 14 people were selected based on theoretical saturation. In terms of quality, the random sampling method was simple and the sample size with the help of SPSS Sample Power software version 3 was 330 people. To analyze the information of the qualitative part, open, axial and selective coding methods were used, and in the quantitative part, the structural equation modeling method was used. According to the findings of this study, 85 concepts and 21 sub-categories were counted in the qualitative section, which were classified into causal, contextual, intervening, strategic, and consequences. Also, based on quantitative findings, it was determined that the human resources performance evaluation model in the Ministry of Sports and Youth has the necessary credibility. Based on the research findings, if the performance of human resources in the Ministry of Sports and Youth is evaluated, the improvement of administrative functions and implementation of this ministry, the development of its performance and finally the satisfaction of its clients will take place.
