Abstract
The present study was conducted with the aim of compiling a strategic document for organizing the sports department of Markazi province. From the perspective of the purpose of this research, it is a fundamental research that has been done with a mixed research method and based on deductive-inductive reasoning. The statistical population of this study included sports and university experts and purposeful sampling method was used to select the sample. The data collection tool was a questionnaire. Research data analysis was performed in qualitative phase with fuzzy Delphi and in quantitative phase with SWOT - Micmac. Based on the quantitative matrix analysis of strategic planning, the priority for selecting strategies is as follows: 1) Optimal and principled use of human resources in different dimensions of sports; 2) the use of information technology in order to develop sports goals; 3) Review and development of institutions and organizations related to sports in order to optimally and purposefully benefit from the benefits and positive effects of sports. Based on the results obtained from the direct and indirect effects map, two scenarios were placed in an independent matrix. This means that these variables have low dependence and high conductivity. No index was included in the autonomous matrix. This shows that all the indicators of the model are important and can not be omitted. Most cases were included in the link matrix, which showed that these indicators have high dependence and high conductivity. Some items were also included in the dependent matrix. Which showed that this variable has strong dependence and poor conductivity.
