Abstract
The purpose of this research was designing a human resource productivity model with an electronic human resource management approach in sport and youth of department of Mashhad. This study was applied in term of purpose and uses a mixed-method (qualitative and quantitative) research. The statistical population inclouded of all employees of the general directorate of Sports and Youth( 181 individuals ) from whom a sample was selected through using a non- random sampling method semi-structured interviews, and quantitative data were gathered using a questionnaire. Data analysis was conducted using structural equation modeling and quantitative methods. The research findings indicated that causal factors include individual, interactive, structural, and technological dimensions. Subsequenly, seven key strategies were extracted, including the implementation of reward systems, digital skill enhancement, and smart HR system. The model outcomes were categorized into managerial (such as increased transparency, cost reduction, and improved organizational performance) and individual (job satisfaction, professional growth, and skill development) levels. Quantitative findings based on structural equation modeling confirmed the model of statistical validity, and all hypothesized relationships were supported.
