Abstract
This study was conducted with the aim of investigating the legal challenges of setting up a shooting club. This study was a mixed research in terms of methodology. The sampling was purposeful and chain-based in the qualitative part and random in the quantitative part. The participants in the first stage included elites and experts, and in the second stage included all athletes, coaches, sports managers, and shooting referees in five provinces of Iran. The research sample in the qualitative stage included 16 people until theoretical saturation was reached, and in the quantitative stage, 207 people. The research tool in the first part was a semi-structured interview and in the second part was a questionnaire. The research findings showed that 162 codes were identified in the interviews, which were placed in 30 sub-themes and twelve main themes. The main themes were placed in 4 dimensions: awareness, finance, equipment, and legal. Also, the results in the quantitative section indicated agreement with the findings in the qualitative section. The results showed that the guidelines for establishing a shooting sports club have not been developed and the existing rules are general for all sports clubs. Also, there are guidelines for some popular shooting sports, but they do not address the issue of permitted betting.
